Local self-government and territorial organization of power at the subregional level: the search for compromise

Abstract

This article analyzes the important decentralization processes of local government reform and territorial organization of government at the sub-regional level and implementation of the governmental Concept of local self-government reform, which adopted on April 1, 2014. All the above-mentioned is described in terms of the administrative-territorial organization of the state system, local governments, executive authorities and principles of distribution of powers between these bodies and levels. Here proposed the main ways to implement the European Charter principles of the local self-government in reforming
local self-government at the sub-regional level.
