Legal consolidation of constitutional and legal responsibility in the Ukrainian Soviet constitutions of 1937 and 1978 years

The issue of formation and further development of the institution of constitutional and legal responsibility, its legal consolidation and approval of the mechanism of its implementation has always played an important role in the context of building state and legal institutions in different historical periods. The Soviet period in the history of the development of Ukrainian statehood was no exception. A striking example of this was the Ukrainian Soviet Constitutions of 1937 and 1978, when there was also a process of further transformation of government, as well as the division of powers and responsibilities between them (both constitutional and political responsibility). In the context of the above, the analysis of the historical experience of the formation and legal consolidation of the institution of constitutional and legal responsibility in the content of the Ukrainian Soviet constitutions of 1937 and 1978 deserves special attention.
Thus, the historical and legal aspects of the formation and legal consolidation of the institute of constitutional and legal responsibility in the content of the Ukrainian Soviet constitutions of 1937 and 1978 need a separate scientific study.
In view of the above, the purpose of this article was to study the formation and legal consolidation of the institution of constitutional and legal responsibility in the content of the Ukrainian Soviet constitutions of 1937 and 1978.
According to the results of comparing the degree of consolidation of constitutional and legal responsibility in the content of the Ukrainian Soviet constitutions of 1937 and 1978, it can be established that the Constitution of the USSR of 1978, in contrast to the Constitution of the USSR of 1937, had a number of advantages in determining constitutional and political responsibility. : 1) structured and delimited the responsibility of the Republic and the responsibility of its state bodies and officials; 2) distinguished between positive and negative constitutional and legal responsibility; 3) significantly differentiated collegial and individual constitutional and legal responsibility.
